Canada Immigration Trends 2025: Backlogs Persist, Application Barriers Rising


Nearly 1 Million Applications Backlogged – Longer Processing Times Expected


According to the latest IRCC data (as of July 31, 2025), there are still 901,700 pending applications (representing 40.5% of all cases), far below the government’s target of processing 80% of cases within service standards.


👉 This means that even though Canada is actively processing applications, competition remains fierce, and processing times may continue to be delayed.




Processing Volumes Stable, But Immigration Targets Reduced


Between January and July 2025, IRCC finalized 266,800 permanent resident (PR) decisions, of which 246,300 became new immigrants.




💡 By comparison, IRCC processed more than 7 million decisions in 2024.


While processing pace remains steady this year, immigration intake targets have been cut significantly:


  • 2023: 465,000 PR target

  • 2024: 485,000 PR target

  • 2025: 395,000 PR target (major reduction 📉)

  • Lowest Number of New Immigrants in Four Years – Tougher for Overseas Applicants


    Statistics Canada data shows that in Q1 2025, only 104,256 PRs were admitted — the lowest first-quarter figure in four years.



⚠️ Even more concerning:


Over 40% of PR spots in 2025 are being allocated to students and workers already in Canada.

This creates a tougher environment for overseas applicants.
