According to the latest data from Immigration, Refugees and Citizenship Canada (IRCC), as of July 31, 2025, the backlog stood at 901,700 applications—representing 40.5% of all cases—well below the government’s target of processing 80% within service standards. ⚠️ This highlights the growing competition and potential delays in visa processing.
The number of applications remains stable this year, but the total number of immigrants has been significantly reduced.
From January to July 2025, IRCC made 266,800 permanent residency (PR) decisions, welcoming 246,300 new immigrants. By comparison, in 2024 alone, IRCC finalized over 7 million decisions across PR, work, study, and citizenship applications. Despite ongoing processing, the admission targets have been lowered:

⚡️2024: PR target of 485,000

Moreover, Statistics Canada reported only 104,256 new PRs admitted in Q1 2025, the lowest first-quarter result in four years. Adding to this challenge, over 40% of 2025 PR spots are expected to go to applicants already in Canada (students or workers), leaving fewer opportunities for those applying from abroad.
